The 2014 Environmental Statement and Transport Assessment concluded that residual transport effects would not be significant. The updated assessment confirms that the proposed amendments to the Approved Development would not give rise to new or materially different transport effects. Accordingly, no change in impact significance is predicted and the development remains compliant with Chapter 9 of the NPPF and Policies CO2 and D03.

Climate Change

Strategic Policy F of the NYM Local Plan relates to climate change mitigation and adaptation. It lists a number of ways in which new developments can be resilient to and mitigate the effects of climate change. Key requirements for a development to adhere to include but are not limited to the following:

• Incorporate sustainable design and construction.

• Facilitate carbon sequestration and storage in uplands and woodlands.

• Ensure and promotes the long-term connectivity of important sites for biodiversity, including through creation and maintenance of wildlife corridors to help species adapt to climate change. Policy D11 of the North Yorkshire Minerals and Waste Joint Plan relates to the sustainable design, construction and operation of development. These design measures include but are not limited to: • Minimisation of greenhouse GHG emissions by incorporating energy-efficient siting, design and operational practices including those relating to bulk transport of materials. • Measures to minimise flood risk associated with the development including use of Sustainable Drainage Systems and permeable surfacing. • The adoption of these measures will ensure that the more sustainable provision of minerals and waste infrastructure and services. Policies SD1, SD4, SD6 and LS4 all relate to sustainability standards that apply in Redcar and Cleveland. This includes the incorporation of sustainable design measures in new development, as well as the encouragement of renewable energy to be encouraged into major development. Policy MWC1 of the Tees Valley Joint Minerals and Waste Core Strategy identifies how the sustainable use of minerals resources will be delivered, including but not limited to: • Where appropriate, identifying sources of alternatives to primary mineral resources, including secondary and recycled minerals, and encouraging the development of facilities to process alternative materials either at the point of production or other suitable locations.
