• The efficient use of permitted reserves of primary minerals to help meet the identified need, whilst continuing to drive minerals supply up the minerals hierarchy. • Safeguarding the necessary infrastructure to enable the sustainable transport of minerals. Chapter 11 of the Supplementary Environmental Statement (SES) assesses the effects of the proposed amended scheme in relation to climate change. This includes the findings of a greenhouse gas (GHG) assessment undertaken to evaluate the change in GHG emissions resulting from the proposed amendments. A summary of the assessment is provided in Table 6.9 below.

As the outcomes of the assessment were minor adverse, which is not significant in EIA terms, for the Construction, and Operational and Decommissioning phases of the proposed amendments to the currently Approved Development, no further mitigation with respect to GHG emissions is recommended. Notwithstanding the above, the proposed amendments would continue to operate within the broader framework of sustainability and climate change mitigation measures embedded within the Approved Development. The development therefore remains consistent with the objectives of Strategic Policy F of the NYM Local Plan. Similarly, the scheme aligns with the principles of Policy D11 of the North York Moors Minerals and Waste Joint Plan. The proposed amended scheme is therefore consistent with Chapter 14 of the NPPF as well as the sustainability objectives embedded within Policies SD4, SD6 and LS4 of the Redcar and Cleveland Local Plan. Similarly, the proposals align with the principles of Policy MWC1 of the Tees Valley Joint Minerals and Waste Core Strategy, which promotes the efficient and sustainable use of mineral resources and associated infrastructure.
