As a result, long-term operational visual effects are assessed as negligible or minor neutral, representing a visual change but not one materially different from that associated with the currently Approved Development. In overall conclusion, the SES demonstrates that that the amendments would maintain compliance with Chapter 15 of the NPPF; strategic policies A, C and G of the NYM Local Plan; policies ENV2 and ENV4 of the NYM Local Plan; Policy D06 of the Joint Waste Plan and; policies SD4 and N1 of the Redcar and Cleveland Local Plan. The amendments also align with the broader objectives of the North York Moors National Park Management Plan, which seeks to conserve landscape character and minimise intrusive development within the National Park and its setting.

Noise and Vibration

Policy ENV2 of the NYM Local Plan states that tranquillity within the National Park will be maintained and enhanced, and that development proposals will only be permitted where there is no unacceptable impact on the tranquillity of the surrounding area. In particular, proposals are required to be assessed in relation to noise. Policy ENV7 further provides that development will only be permitted where it does not generate unacceptable levels of noise, vibration or odour, thereby safeguarding the natural environment and residential amenity. Policy D02 of the North Yorkshire Minerals and Waste Joint Plan requires that minerals and waste development, including ancillary development and transport infrastructure, demonstrate that there will be no unacceptable impacts on the amenity of local communities, businesses and users of public rights of way and open space, including as a result of noise. In respect of the Lockwood Beck site, Policy S4 of the Redcar and Cleveland Local Plan is also relevant. It requires that development: • Will not have a significant adverse impact on the amenities of occupiers of existing or proposed nearby land and buildings; • Will not result in the unacceptable loss of, or significant adverse impact on, important open spaces or environmental, built or heritage assets; and • Minimises pollution, including light, noise and vibration, to meet or exceed acceptable limits. Chapter 8 of the SES considers the potential for noise and vibration impacts at noise sensitive receptors (NSRs) associated with the proposed amendments to the currently Approved Development which are the subject of this s73 application. The updated assessment identifies minor changes in the significance of certain noise and vibration effects for some receptors when compared with those reported in the 2014 Environmental Statement, 2015 Supplementary Environmental Statement and 2017 Supplementary Environmental Information for the currently Approved Development (refer to Table 829). These changes arise primarily from the application of a precautionary worst- case assessment approach and the inclusion of additional receptors and designations introduced post-consent, ensuring consistency with current planning conditions and policy requirements.
