The full findings of the SES are not repeated here, but it is appropriate to refer to the conclusions of the above assessments, to appreciate the implications for the performance of the project against the MDT and other prevailing development plan policies. Water Resources, Flood Risk, Drainage and Water Framework Directive Policy ENV5 of the NYM Local Plan permits new development where it meets the sequential approach to development in areas of flood risk and where it does not increase the risk of flooding elsewhere. Policy D02 of the North Yorkshire Minerals and Waste Joint Plan states, inter alia, that proposals for minerals and waste will be permitted where it can be demonstrated that there will be no unacceptable impacts in terms of emissions to air, land or water. Policy SD 7 of the RCBC Local Plan seeks to minimise development in flood risk areas and ensure development proposals are designed to mitigate and adapt to climate change, taking account of flood risk. Chapter 5 of the SES includes a qualitative risk assessment of the proposed design amendments against the original assessment. The impacts generated by the previously approved and revised scheme are presented in Tables 6.1 and 6.2 below:
