Furthermore, it is unlikely that real-time measurements would reliably demonstrate

compliance with the approved limits or enable clear differentiation between ambient, operational noise and noise arising from fixed plant and equipment. The assessment therefore considers whether the currently approved night-time operational noise limits should be revised to more appropriate values, having regard to the 2019 version of BS 4142 and the Minerals Noise Guidance. The assessment identifies that baseline ambient noise levels are expected to mask the operational noise emissions associated with the proposed amended scheme. As such, these emissions are considered highly unlikely to be noticeable at nearby receptors, notwithstanding the fact that predicted levels may exceed the currently approved limits within the planning permission. The Minerals Noise Guidance advises that noise limits should not impose unreasonable burdens on the operator. At this stage in the design process, it is not possible to determine the feasibility or cost implications of implementing mitigation measures capable of achieving the currently approved limits. It is therefore proposed that operational noise levels will be reviewed and assessed through the preparation of a future Noise and Vibration Management Plan (NVMP), as required by Condition 18 at the appropriate stage of the project.
