The Woodsmith Project - S73 Project Amendments: Appendix 3 Statutory Development Plan
• Strategic Policy F (Climate Change Mitigation and Adaptation) seeks to ensure that new development in the National Park is resilient and mitigates the effects of climate change. • Strategic Policy G (Landscape) seeks to ensure that the high quality, diverse and distinctive landscapes of the North York Moors will be conserved and enhanced. Great weight will be given to landscape considerations in planning decisions. • Strategic Policy H (Habitats, Wildlife, Biodiversity and Geodiversity) outlines that the conservation, restoration and enhancement of habitats, wildlife, biodiversity and geodiversity will be given great weight in decision making. • Policy ENV1 (Trees, Woodlands, Traditional Orchards and Hedgrows) sets out there will be a presumption in favour of the retention and enhancement of existing trees, woodland, traditional orchards and hedgerows of value on all development. Where loss is unavoidable, but the wider sustainability benefits clearly outweigh the loss, development will be expected to minimise harm, provide net biodiversity and amenity gain, with appropriate replacement. • Policy ENV2 (Tranquillity) seeks to maintain tranquillity in the national park. All proposals will be considered in relation to visual intrusion, noise, activity levels, and traffic generation. • Policy ENV3 (Remote Areas) outlines that development will only be permitted in remote areas where it can be demonstrates that it is essential for environmental conservation, agricultural or forestry management purposes and there are no suitable alternative locations outside remote areas. • Policy ENV4 (Dark Night Skies) – seeks to maintain and enhance (where possible) the darkness of the night skies above the National Park through good design and lighting management to minimise light spillage. • Policy ENV5 (Flood Risk) – outlines that proposals will be required to satisfy the sequential approach to development in areas of flood risk and not increase the risk of flooding elsewhere. • Policy ENV6 (Land Instability) – outlines that development proposals in areas likely to be affected by land instability must be supported by an evaluation of the risks and incorporate measures to address those risks. • Policy ENV7 (Environmental Protection) – seeks to protect the natural environment through ensuring development does not risk harm to water quality, comprise surface and groundwater and its abstraction, does not have an adverse impact on soil quality, is not located on sizable areas of BMV agricultural land, does not have an adverse impact on ai quality, does not generate unacceptable levels of noise, vibration or odour, and there will be no unacceptable adverse effects arising from sources of pollution which would impact on the health, safety and amenity of the public and users of the development. • Policy ENV8 (Renewable Energy) – sets criteria for development proposals for renewable energy. Chapter 5 sets out the policies which the NYMNPA will use to help promote the enjoyment and understanding of the special qualities of the National Park through the careful
